Yes, you certainly can install roofing felt paper vertically instead of horizontally, but why would you want to. Believe me, no one I know would be dumb enough to want to be on the receiving end of a full or mostly full roll of felt paper coming down a roof, at them, regardless of how short or long the distance. That would be the only reason I can think of for doing this. It's just silly. The commonly accepted method of installing felt paper is the way it is for a purpose. It's been tested and found to be the most efficient way to use the felt paper to help make a water shedding roof surface. As for the Snow & Ice Dam materials for around the vents and chimney, if there is one, it should also be installed, AT LEAST three feet up on the eaves area of the roof. This helps to repel the possibility of water and ice forming a dam where the water gets pushed up and under the shingles at the lower end of the roof in the late winter, early spring months.
